Fireworks by Adobe. It's my favorite graphics editing application for quick graphics editing. It is not a replacement for Photoshop but provides a great palette for editing images for a web site. I used it to make the banner for this blog in about 5 minutes.
However, it's not a cheap application. It retails for $299 - $300 bucks in my book. If you are a student or have children in school, look at getting the educationally discounted "version" which can save you a substantial amount of money - like $200. What is the difference between the "full" version and the "student" version? Price. That's it. It is the same application just priced differently.
